چکیده

هدف: هدف مقاله‌ی حاضر این است که الگوی مناسبی را با توجه به «ویژگی‌های فضای مجازی» و «اصول و مبانی جمهوری اسلامی» پیشنهاد کند؛ الگویی که بتواند هندسه‌ی مواجهه‌ی جمهوری اسلامی با پدیده‌ی فضای مجازی را توصیف کند.

روش: روش پژوهش مقاله‌ی حاضر، «داده‌بنیاد» است و منابع ورودی این روش، تمام گزارش‌ها و اسناد مرتبط با فضای مجازی در کشور و مشارکت در جلسات متعدد مرتبط با این موضوع در لایه‌های مختلف حکمرانی بوده است.

یافته‌ها: یافته‌های اصلی پژوهش، شامل ۲۳ گزاره‌ی شناختی و رویکردی است که در دو بخشِ «ابعاد پدیده‌ی فضای مجازی» (۱۳ گزاره) و «اصول راهبردی مواجهه با فضای مجازی» (۱۰ گزاره) ارائه شده است.

نتیجه‌گیری: نتیجه‌ی نهایی پژوهش، عبارت است از شش پیشنهاد کلان که با عنوان «الگوی شش‌ضلعی» ارائه شده و شامل این موارد می‌باشد: ضلع اول تکمیل و راه‌اندازی شبکۀ ملی اطلاعات، ضلع دوم شکل‌دهی به اینترنت دوم یا ایجاد شبکۀ فراملی اطلاعات، ضلع سوم شکل‌دهی یک ائتلاف جهانی برای کاهش اختیارات امریکایی‌ها در فضای مجازی و ایجاد نظام حقوق بین‌الملل برای فضای مجازی، ضلع چهارم ایجاد غلبۀ گفتمانی برای مواجهۀ معقول و انقلابی با فضای مجازی، ضلع پنجم راه‌اندازی شرکت‌های عظیم غیردولتی با رویکرد فراملی و بازکردن میدان نوآوری و ضلع ششم ایجاد بسیج سایبری با رویکرد تولید محتوای مؤثر.
