Executive bylaws of the congress
Article 1: subject
Parallel to organizing the International Congress of Islamic Humanities and human sciences, the details of granting the world ward of Islamic humanities have been elaborated here. It is to be noted that the executive bylaws of the Congress and World Award Islamic humanities encompassing mode of interaction with Collaborating Centers and branches of Congress are presented accordingly:
In these regulations/bylaws, the term “Congress” refers to the congress of the International Islamic Humanities and the term “policy” characterizes Policy Making Council of International Congress on Islamic Humanities. Also, “award” refers to the global award of Islamic human sciences and the “secretariat” means the Permanent Secretariat of the International Congress on Islamic Humanities.

Article 3: collaborating centers:
Collaborating Centers are divided into three categories:
All academic and theological/Howzahs institutions active in the field of humanities, could submit at least three scientific- research papers to the secretariat of the congress whose content approval has been issued by the deputy of the research department, could be considered as our colleagues of the congress. Cultural and media centers qualified in each period can provide assistance with media, cultural and financial issues to be included as colleagues on the congress list.
Academic and theological institutions that have direct responsibility in Congress:
Article 4: Duties of the policy making council
Policy making and macro strategies
Review and approval of the final decision made by the Permanent Secretariat and the Scientific Council
Approval of the Secretary subsequent to the proposals made by the Head of the Council
(D) Approval of the heads of the specialized commissions of the Congress followed by the recommendations issued on behalf of the chairman and secretary of the Permanent Secretariat.
Article 5: Policy Council members
Head of the Sadra research center for Islamic humanities as chairman of the council.
Secretary of the Council
Scientific Secretary and Head of the permanent secretariat
Head of the research center for Islamic Culture and Thought or his fully authorized representative
Dean of the Supreme National Defense University or his fully authorized representative
Dean of Al-Mustafa International University or his legal and fully authorized representative
Dean or the legal representative of Imam Khomeini Education and Research Institute (RA)
Dean or the legal representative of the Research Foundation of Astan Quds Razavi
Dean or the legal representative of the Institute of Wisdom and Philosophy of Iran
President of IRIB or his chief legal representative
President or his legal representative for the Center of scientific and international cooperation
Vice President for Strategic Studies institution of the Supreme Leader in universities
Dean of Surah university or legal representative
Dean or legal representative of the University for Islamic Studies
Head of Management School, University of Imam Sadeq (AS)
Head of Innovation and Ideation of Islamic Humanities
Note: Scientific Committee meetings attended by half plus one of the members will officially be recognized and its decisions by majority vote of those present are valid and effective.
Article 6: Duties of the council:
Holding and managing meetings
supervising the implementation of determined policies with respect to fulfillment of the commitment and making conscious efforts to eliminate obstacles in this area
Appointment of the secretary of the council
Suggesting nominees by scientific secretary and head of the Permanent Secretariat to the Council for appointment. This dual responsibility can be split if necessary.
Issuance of the orders appointing heads for the specialized commissions
after the recommendations of the chairman and secretary of the Permanent Secretariat and subsequent to the approval by the Policy Council
Appointment of the committee heads for universities, Howzahs, international offices, executive, media subsequent to the receipt of recommendations made by the head of permanent secretariat and the scientific secretary of the council.
Article 7: Duties of the council secretary
Drafting the agendas pertaining to the council’s meetings and submission to the head of the council
Setting the drafts of the approvals and presenting to the head of the council
Inviting members to attend meetings
Notification on the resolutions of the council
Taking follow up measures with respect to the approvals of the council
Close interaction with fellow centers and preparing for the realization of the intended goals through the legislation passed by Congress within the framework
Identifying and capturing the capacities needed to strengthen the objectives of the Congress

Article 9: duties of the permanent secretariat
Drawing up the drafts to call for papers
Drawing up scientific statement of Congress and the World Award
Publishing the Call for papers and the World Award
Follow-Up Regular meetings of the Scientific Council
Drawing up the agenda of the Scientific Council
Follow the approvals of the Scientific Council
Get articles and provide specialized committees to assess
Qualifying candidates designated for the World Award in the Scientific Committee and presenting to the Policy Council for final approval
Article 10: Duties of the academic committee
Working closely with universities and higher education institutions to use their capacity
Design and organization of prior meetings within universities and higher education with the cooperation of Collaborating Centers
Article 11: Duties of Howza Committee
Working closely with Howza centers in order to use their capacity
Organizing and holding prior meetings in seminaries (Hozaws) in collaboration with collaborating centers
Article 12: Duties of international committee
Connecting with the scientific elites abroad and taking needed measures to facilitate their presence in Congress and related meetings attended by Iranian authorities in other countries
Identification of the scientific elites abroad, call for scientific papers, evaluation of papers receivedlsubmitted and inviting members to attend the Congress

Article 14: Executive Committee
Executive responsibility of organizing the International Congress on Islamic Humanities
Executive responsibility of the world award ceremony
Article 15: Centre for Innovation and Ideation for Islamic Humanities
This center has been established aiming to identify and protect valuable scientific ideas in the field of Islamic humanities. The responsibility of this center is upon the faculty for the growth of Islamic Studies & Management Faculty of Iman Sadegh University (AS).
Director for the Center of Innovation and Ideation of Islamic Humanities gets appointed at the suggestion of the dean of Islamic studies Faculty for Islamic Studies and the head of Imam Sadiq (AS). It is also a must to get the approval of the President of the Council.
Article 16: Members of the Scientific Council:

Chairman of the Commission on history and civilization
Chairman of the Education Commission and fundamental change in the humanities
Secretary of the Policy Council
3 to 5 scientific advisers under the direct auspice and supervision of Permanent Secretariat Head
Article 17: Duties of the Scientific Council:
Preparation of the materials and the subjects of congressional call for and presenting to the council for final approval
Final approval criteria with respect to the articles, Judgment and final approval of the submitted articles
The scientific review by the statute of the international award candidates Review and comment on the referral from the Policy Council
Note: Scientific Committee meetings attended by half plus one of the members will officially be recognized and its decisions by majority vote of those present are valid and shall prevail.
Article 18: Duties of the specialized commissions
Developing and proposing article evaluation criteria to the Scientific Committee
Identifying the Elites in each of the fields and assigning specialized articles
Submission of the articles
Evaluation based on indexes, regulations and content enrichment of submitted papers.
Initial scientific evaluation of award candidates based on the statutes/bylaws
Managing the commissions in office on the day of Congress
Note 1: The responsibility of the specialized committees will be determined based on the actual ability of Collaborating Centers subsequent to proposals of the Permanent Secretariat of the Council.
Note 2: Specialized commissions include five prominent members of the academic staff of the seminary and academic centers that are proposed by chairman of the council and get approved by the Scientific Secretary of the Congress.
Article 19 revision and amendment:
Articles and notes in these bylaws/regulations may request a member of the Policy Council and approval by two-thirds of the members to be revised.
Article 20: Financial affairs:
Administrative costs plus the costs of arbitration and authorship right of the congress approved articles in line with attracting the government assistance and collaboration of colleagues are covered and oriented by Sadra research center for Islamic Humanities . It is worth mentioning that cost of administering the specialized commissions such as fees relating to meeting held, transportation as well as rights associated with congressional working staff will be borne by f Collaborating Centers.
This statute has been drawn up in 20 articles and 4 notes at the second meeting of the council of the third International congress of humanities and granting the second world award credited to Islamic humanities was approved on [10/06/2014].
